What ASEAN's GenAI guide means for an operator's risk register

The regional signal

The Expanded ASEAN Guide on AI Governance and Ethics for Generative AI describes nine ecosystem dimensions: accountability, data, trusted development and deployment, incident reporting, testing and assurance, security, content provenance, safety and alignment research, and AI for public good. It is voluntary regional guidance for policymakers, not a business compliance standard or a replacement for national law.

The guide is written for policymakers, but its structure is useful for business operators. It shows that responsible use cannot be reduced to one prompt rule or a final legal review. The controls must connect who owns the system, what evidence is kept, and what happens when the system fails.

Workstream 1: ownership and response

Combine accountability and incident reporting into one operating lane. Every production use case needs a named owner, an escalation route, and a definition of what counts as an incident.

• Name the business owner, technical owner, data owner, and person authorised to pause the workflow.
• Define reportable events such as confidential-data exposure, harmful output, an unauthorised action, material factual error, or repeated control bypass.
• Keep a short response playbook: stop, contain, preserve evidence, assess impact, notify the right people, fix, and review before restart.
• Track overrides and near misses. They often reveal the control gap before a larger failure does.

Workstream 2: data, security, and provenance

Put data, security, and content provenance into the same review. The question is not only whether a model can use the information. It is whether the team is allowed to provide it, whether access is appropriately limited, and whether the output can be traced or labelled when needed.

• Classify the data before it enters a model or connected retrieval system.
• Check provider retention, training-use terms, access controls, hosting location, deletion options, and breach responsibilities.
• Keep confidential and personal information out of consumer-grade tools unless the approved terms and controls explicitly support the use case.
• Preserve source links, dates, and transformation history for material claims or customer-facing content.
• Label or disclose synthetic content when a user could reasonably mistake it for a real person, event, record, or verified decision.

Workstream 3: testing, deployment, and continued assurance

• Define acceptance criteria before testing so the team cannot move the goalposts after seeing results.
• Use examples from the actual countries, languages, customers, and operating constraints the workflow will encounter.
• Test quality, safety, security, refusal, recovery, and the handoff to a person. Average accuracy alone is not enough.
• Release in stages, limit the initial audience or permissions, and compare monitored results against a manual baseline.
• Re-test after material changes to models, prompts, tools, policies, datasets, or user groups.

Record what the product controls, what the provider controls, and what your team must still operate. A missing answer does not always disqualify a tool, but it does create a risk that needs an owner and a treatment decision.
